Safe Con, but in a typical urban-Edmonton ‘asterisked’ way, wherein 60%-ish was the '19 *ceiling*. Cooper didn't, as I ‘allowed for’, fall below '15 last time--but he could in today's Kenney-backlash climate. But falling below '15 isn't falling, period. |
