In 1997 the medium-sized cities of Granby, Drummondville and Saint-Hyacinthe each enjoyed the outer edge of the "Charest effect", where PC had the clear non-Bloq advantage over the Liberals. It's pure coincidence that St-Hy was once the bulwark of Joe Clark's chief rival at the 1976 PC convention, Claude Wagner. Now, it's just another slice of BQ in apparent perpetuity. And unlike Heward Grafftey, or Joe Clark for that matter, Claude Wagner's too dead to try for a comeback. |
